Founded in 1989, VIRCS helps immigrants, refugees, new Canadian citizens, and visible minorities adapt to new lives in Victoria. Offers ESL classes at beginner, intermediate and advanced levels.  Offers support finding employment and work skills training. Provides events for youth to get connected. Offers a host program in which newcomers are paired with a volunteer host to provide friendship and support. Also offers environmental and muticulturalism acitivities and education.
